Before the Progressive Movement, tenements and slums were problems in the cities. Many people moved to the cities to have a better life. These people lived in tenements, which were crowded apartments. Tenements were poorly lit, lacked indoor plumbing and proper ventilation. They were unhealthy, and not safe to live in. There were more than 80,000 tenements built. These tenements were home to of 2.3 million people. Another problems were slums. Slums were overcrowded poor and neglected areas of a city. People were sick from tuberculosis and some of them were malnourished because of the lack of food and by eating unhealthy food.

Jane Addams
Jane Addams and her friend Ellen Starr they were rich and they decided to help poor people. They founded Hull House, which was a huge old house as headquarters. Hull House helped poor people. They started concerts, art classes, a library, and language classes at Hull House and more buildings were added. Her settlement house taught English. They gave food and medicine to the needy. Jane Addams and Ellen Starr learned to speak different languages, the people who’s spoken different languages they are from immigrants.

In late 1889 this Hull House was built to help poor people and immigrants; providing community services and living space.
Jacob Riis
Jacob Riis helped improved the tenement problems by showing his photographs of what it was like to live in a tenement. Riis argued for a better housing because the tenements were very crowded, dirty, unhealthy, and unsafe. In a single 12 by 12 foot room he discovered five families 20 in all are sharing two beds and the floor. He wrote a book titled How The Other Half Lives. It documented through word and image the lives of those who lived in New York tenement. The book was about the people who lived in tenements and how crowded it is living in a small tenement room with 20 families in it. In the book title the other half lives means is to show the rich people how those poor people like living. That’s why he also included his photographs in his book instead of only words in it.

Reform
Tenement laws were reforms in the cities. The New York State Tenement House Act was one way the cities were improved. New York Tenement House Act was a first law to stop the construction of dark, poorly ventilated buildings. Tenement Law is law made fire safety standards for apartments. The Tenement law said that packed the maximum number of rent-paying people into the small possible space. Up to five or six families shared a floor and a couple of toilets.
Another reason why the cities were improved was settlement houses. In Chicago, Jane Addams brought a big old house for the poor people who need a home to sleep in, or recreation for the people in poor neighborhood. When the settlement houses was improving, they added a day nursery for provide childcare for working mothers, they had a clubs for older women, classic music, arts and so more. Settlement houses help immigrant in tenements. Settlement houses is a place where people could learn to speak English, get care for their children and it was a place where immigrant could get together with friends and take pride in their heritage.
